摘 要:制度结构、组织资源禀赋与行动策略构成社会组织政策倡导的三重视角。本文基于三重视角的有机融合,构建“结构-组织-策略”分析框架,通过典型案例集的定性比较分析,识别出“权威助推”“借势赋能”“框架共鸣”三种政策倡导典型实践路径。权威助推路径基于科学的组织知识的链接,依赖政治资源的助推,形成政策建言者与政策制定者的良性互动。借势赋能路径在公众支持基础上,借助政策企业家推动以形成自下而上的政策倡导。研究发现了权威助推和借势赋能之间的“第三条道路”,即契合国家权威的框架共鸣路径,通过框架对齐的叙事策略,促进社会组织政策倡导由激进倡导向制度化和谐倡导变迁。

Authoritative Nudge, Strategic Leverage, and Framework Resonance: The Practical Path of Nonprofit Policy Advocacy
Abstract: The policy advocacy of nonprofit organizations is examined from a threefold perspective encompassing institutional structures, resource endowments, and action strategies. Drawing upon an integrated analytical framework of "structure-organization-strategy" that combines these three perspectives organically, this study identifies three distinct paths of policy advocacy through comparative analysis of representative cases. The authoritative nudge path, which relies on political resources, establishes a beneficial interaction between policy advocates and policy-makers based on the linkage of scientific organizational knowledge. The strategic leverage path mobilizes bottom-up policy advocacy with the support of the public and policy entrepreneurs. Furthermore, this study found a “third path” between authoritative nudge and strategic leverage, referred to as the “framework resonance” path, which facilitates the transition of nonprofit policy advocacy from radical to institutionalized and harmonious through the narrative strategy of frame alignment.
