摘 要：随着技术的进步，基层数字治理逐渐成为基层治理能力现代化的重要议题。在对基层数字治理的研究中，不仅要关注到其基本逻辑概念，更要了解其在实践过程中的特点和模式，这样才能更好地发挥其优势。在目前基层数字治理的实践中，使用APP这种数字平台开展基层治理的方式，在提升基层政府治理效能、优化公共服务水平等方面积累了诸多经验，更赋予了基层数字治理新的重要意义。基于北京市两个地区的实践案例，本文提出了“连接—赋能—行动”的分析框架，并且尝试通过其他案例对这一分析框架进行论证。本文旨在梳理总结一种经验模式，为基层数字治理提供更多借鉴。

【Title】Connecting, Empowering, and Acting: Experiential Mode of APP Participation in Grassroots Digital Governance
Abstract : With the progress of technology, digital governance at the grassroots level has gradually become an essential issue in the modernization of grassroots governance capacity. In the study of grassroots digital governance, we should pay attention to its basic logical concept and understand its characteristics and patterns in the practice process to play the grassroots digital governance better. In the current practice of grassroots digital governance, the use of digital platforms such as APP to carry out grassroots digital governance has accumulated a lot of experience in improving the governance efficiency of grassroots governments and optimizing the level of public services and has given grassroots digital governance new significance. Based on the practical cases of two districts in Beijing, this paper puts forward an analytical framework of "connection, empowerment, action" and tries to demonstrate this analytical framework through cases. It aims to summarize and sort out an experienced model through research and provide more references for grassroots digital governance.
