——基于霍恩-米特模型的分析

摘 要 : 本文基于霍恩-米特系统模型，对X省“环保垂改”政策执行进行了研究，分析了政策执行效果的影响因素及影响路径，并提出了优化“环保垂改”政策执行的相关建议。研究发现：霍恩-米特系统模型在研究X省“环保垂改”政策执行问题上有较高的契合度；政策执行效果受到执行机构特征和政策执行者意向的直接影响，同时受到政策资源、系统环境、政策执行方式的间接影响。基于实证结果，本文提出培养执行者对“环保垂改”政策的认同感、加强部门间的分工协作和各级的沟通协调、加强政策资源的投入、强化垂管机制和多元联合机制等政策建议。本文的主要贡献是从政策执行的视角对“环保垂改”进行了实证研究，相较于其他关注“环保垂改”经验的理论研究和“环保垂改”效果的实证研究，本文提供了一种研究“环保垂改”问题、提升“环保垂改”政策执行成效的新思路。

【Title】Research on the Implementation of the " Environmental Protection Vertical Reform " Policy in X province -Analysis Based on Horn-Mitter Model
Abstract：Based on the Horn-Mitte system model, this paper studies the implementation of the “environmental protection vertical reform” policy in X Province, analyzes the influencing factors and influence paths of the policy implementation effect, and puts forward relevant suggestions for optimizing the implementation of the “environmental protection vertical reform” policy. The study found that the Horn-Mitter system model has a high matching degree of compatibility in studying the implementation of the "environmental protection vertical reform" policy in X Province; the effect of policy implementation is directly affected by the characteristics of the implementing agency and the intention of the policy implementer, and at the same time is indirectly affected by policy resources, system environment, and policy implementation methods. Based on the empirical results, this article puts forward policy recommendations such as cultivating executives’ recognition of the “environmental protection vertical reform” policy, strengthening the division of labor and coordination between departments and communication and coordination at all levels, strengthening the investment of policy resources, strengthening the vertical management mechanism and multiple joint mechanisms. The main contribution of this paper is to conduct an empirical study on "environmental vertical reform" from the perspective of policy implementation.
