生态文明建设视阈下数字生态治理系统的建构方略

  摘 要:作为价值理念和文明形态的生态文明,需要一套与之相契合的治理架构,数字生态治理系统的科学建构是实现国家生态治理体系和治理能力现代化的题中应有之义。在大数据、物联网、人工智能等技术逐步走向成熟的今天,生态治理从理念、手段、体系、策略到路径的变革,是推进生态文明可持续发展的必由之路。本文从生态治理体系的研究现状入手,聚焦数字生态治理系统视角,阐述了其精准监测、科学分析、多元共治、开放共享的独有特征,根据数据生命周期将系统框架划分为数据采集层、数据预处理层、数据库构建层、数据处理与分析层、数据服务层五大部分。在此基础上,基于生态环境数据的互联互通和开放共享下的生态问题精准治理,提出了数字生态治理系统的实现路径:强化数字生态技术,转变生态治理模式,健全数字生态治理相关政策及法律法规体系。

   【Title】The Construction of Digital Ecological Governance System from the Perspective of Ecological Civilization Construction

  Abstract: As a kind of value concept and civilization form, ecological civilization requires a set of governance structures that are compatible with it. The scientific construction of a digital ecological governance system is part of the subject of realizing the modernization of the national ecological governance system and governance capabilities. Nowadays, when big data, Internet of Things, artificial intelligence and other technologies are gradually becoming mature, the transformation of ecological governance from concepts, means, systems, strategies and paths is the only way to promote the sustainable development of ecological civilization. This article starts with the research status of ecological governance system, focuses on the perspective of digital ecological governance system, expounds its unique characteristics of precise monitoring, scientific analysis, multiple co-governance and open sharing. According to the data life cycle, the system framework is divided into five parts, including data collection layer, data preprocessing layer, database construction layer, data processing and analysis layer and data service layer. Based on the precise management of ecological problems under the interconnection and open sharing of ecological environmental data, the realization path of the digital ecological governance system is proposed, including strengthening digital ecological technology, changing ecological governance models, formulating digital ecological governance related policies and improving big data management system and regulations.
